This is a known issue for Windows 10 and has been found under specific situations and languages such as Hebrew, Croatian...
To solve the problem, please keep the internet connected for a while. The background program will try to access Windows App Store to update and re-initialize those applications. You might need to login Microsoft account to get some features available instead of a local account.
Note: Microsoft has released the cumulative package of Windows 10 update, please keep the internet connected, this update is available through Windows Update and will be downloaded and installed automatically.
